国外银行卡能绑支付宝和微信支付吗？
能——Visa/万事达/JCB/Discover/大来两家都支持，但发卡行可拒；运通看卡。

如果 Visa、万事达、JCB、Discover、大来→那么 两个 App 都列了；有两张卡就各绑一个，发卡行仍可能拒。
如果 美国运通 Amex→那么 微信支付明确支持；支付宝只收「符合条件的」运通卡，App 里确认并出发前先试。
如果 境外发行的银联卡→那么 两个 App 都行；免手续费是阶段性优惠，以 App 显示为准。
如果 绑卡被拒→那么 让银行解除中国/跨境线上限制，再换第二张卡试。
出发前就绑好。两个 App 都接受能收短信的国外手机号，实名都用护照。什么时候触发实名、要提交什么，因 App 和消费金额而异——护照放手边，做好要验一次的准备。
支持的卡：微信支付国际卡帮助页列出了 Visa、万事达、美国运通、JCB、大来、Discover 以及境外发行的银联卡。支付宝方面，官方《外籍来华人员支付指南》的清单是 Visa、万事达、JCB、大来、Discover；Amex 2025 年 2 月宣布接入支付宝，限「符合条件的」Amex 卡，据媒体报道大陆以外其他银行发行的运通网络卡不在其列。如果 Amex 是主力卡，先绑微信支付，支付宝出发前先试。
「支持」指的是卡组织被接受，不等于你这张卡一定能绑上。商务部指南写明绑卡需要发卡行授权，发卡行可以拒绝。基础字段是卡号、有效期和安全码（2024 年 3 月起简化），但 App 或你的银行可能追加姓名/账单核对、一次性验证码或 3-D Secure。
境外发行的银联卡 2024 年 11 月起两个 App 都能绑。上线时宣布的免手续费是阶段性优惠，不是长期承诺——付款前以 App 显示为准。
最常见的失败不在 App 而在你的银行：风控拦截中国或跨境线上交易，绑卡或第一笔支付就被拒。出发前告诉银行你要去中国，尽量绑两张不同银行的卡。
旅客反馈（两家 App 均未确认）：虚拟卡、预付卡、无姓名卡更容易被拒；姓名格式不一致（中间名、连字符、重音符号）会导致实名失败。卡住了就走各 App 内的帮助/客服入口，别用网上搜来的电话。
